You'd think so, but strangely enough there isn't. In front there is a
small loop of metal welded to the frame, but no turning arm at all.
Every thing you said about towing it is true, but still no towing arm.

Woof has the rope out. 30 meters of good hemp rope. The device/cart
is twenty meters out from shore, so you have plenty to work with.
Jezebel swims back to shore. "It looks like a remote launcher of sorts,"
she turns and looks back out at the object, "or possibly a really large
claymore, barring that it's one damn big snowcone maker."
She grabs one end of the rope and ties it loosely about her waist before
swimming back out to the device and attaching the rope to the metal loop.
Once the rope is attached she gives Woof the signal to start pulling. Once
the device is turned about 45 degrees she'll signal him to stop, that should
turn the barrel end away from the dam.
