Pete leads you to a large tugboat next to a narrow bayou. Looking down the bayou you see it leads out into the open water of the bay. The sides of this bayou appear to be lined with in black....something man made...and are devoid of plant growth. The tug looks like it would barely fit down the narrow water canal. You can see that the tug has rubber bumpers all around it leading you to think it might be an air cushion type craft, or at least, can work in that mode.
