I just barely caught this in time to squeeze it into 1420.  After this, I
have to write up the combined action results for the various armies (that
whole Sinari mess) and then it's merrily on to the events to begin 1421.

Sorry this is so late.  I just got around to it.  Is it still 1420?
Or, is it 1421 now?  Either way these are going to be my actions for
whichever it is.

Action 1 & 2:  Fotify the pass (2 of 3 years)

With the pass secure and the deamons being driven futher away the
Emperor decides to make sure that
any attempts by the deamons to retake area beyond the pass is more
difficult than it had been the first time.  So he has ordered the
construction and fortification of a new bas at the mouth of the pass.
 It will only take a few years to complete the project, but he hopes
that it will keep the deamons away from the rest of Torphan.

Action 3 & 4:  Upgrade Workmens efficiency

With the construction of a new city and the possibility of more the
emperor decides that the men building these cities should be tought
and trained in new and faster ways of constuction.

A solid success.  As a training excercise, the work is very successful and
