[Cel] Shanari turn 1429/1430 (late?)

Hi,

sorry for the delay, been experiencing more than a few problems with my 
computer.

Here are the Shanari actions for 1429 (or 1430 if too late).

Commonwealth of Shanariyya actions - 1429/30

Action 1.  Call up 1st Provisional Division (10,000 provisionals, or 1/3 of 
provisional forces). (Internal/Tactical/1 year)

Description:  The Talis announces in the Council in Akbari that one third of 
the Provisional forces for military service this year, for the defence and 
development of the Shanariyya Commonwealth.

Primary Determinant: Authority (of the Talis and the Council).

Difficulty:  Normal (action within authority and Shanari expectations of the 
Talis).

Weight:  Light (no difficulties and no benefits are expected directly from 
this action).

Actors:  The Talis (Binder) of the Commonwealth and Commander of the Brethren 
Shanjil Yuliyan, Shanari men in the 1st Division.

Secrecy:  None (a bit hard in a muster!)

Modifiers:

+2 Authority of Talis
+1 Limited mobilisation (only 1/3 of provisionals)

Action 2.  Annexation of Shanari trade-town of Kelshir-serai by force of 7000.

The Shanariyya have well and truly settled down, experiencing no real 
interregnum after the death of their prophet-king Faymiyun, unusual enough in 
more settled societies, let alone .  It is a year since the new leader was 
elected, Shanjil Yuliyan al Shawari, whom they now only call the Talis, 
meaning "Binder" (in the sense of a rope or bond of loyalty) in their 
language, and the Shanari are having their first military expedition since 
their clashes with the Sinari cultists.  Last week, a large caravan of troops 
was assembled here in Akbari, numbering my patron Dhan Kiviri (which means in 
the Kiviri dialect of the Shanari tongue, the One from Kivir, for any future 
reader from the Society of Scholasticism that may find encounter my 
observations of this remote land) tells me, to be 7000.  I was fortunate 
enough to be able to observe the Talis's address to the expeditionary force.

Before the assembled forces of the 2nd Core Army and the 1st Provisional 
Division in the Conveyor's Square in Akbari, the Talis announced that the 
Shanariyya Commonwealth would annex the trade-town of Kelshir-serai on the 
Upper Kelshir river-valley, having been invited by the Kelshir-serai assembly 
of sanouks.  "Many of the Sons of Shanar in Kelshir-serai, including our 
Shanari, Kelshiri and even Kiviri brothers, have travelled the Way of Shanar 
from the earliest days of the Conveyor's mission.  Many of you in the Core 
Armies and the Divisions are from the Kelshir.  The assembly of sanouk in 
Kelshir-serai, who include many of the elder tribesmen of the Upper Kelshir, 
have asked to be accepted into the Shanariyya Commonwealth, and have requested 
that Kelshir-serai trade be protected.  Your duty, as sons of our holy 
ancestor, Shanar, as servants of He Who is One, is to strengthen the 
Commonwealth of the Sons of Shanar, and expand the Way amongst our lost 
brethren."  After this, the Talis introduced a senior member of the Council of 
Companions, aj-Juraij Jabuasi, a senior sanouk of the southern Jabuas tribes, 
and an early follower of the Shanari prophet-king.  The deputy to the Conveyor 
and father-in-law of the Talis, aj-Juraij had been appointed as governor of 
the Upper Kelshir, and was to lead the expeditionary force to Kelshir-serai to 
ensure its smooth integration into the Commonwealth.

At the request of the Kelshir-serai assembly of sanouks (tribal chiefs), the 
2nd Core Army (1000 Standing troops)and 6 Flanks of the 1st Provisional 
Division (6000 provisional troops) are sent to the Shanari trade-town of 
Kelshir-serai, in the Upper Kelshir, under the command of the new governor of 
Upper Kelshir, aj-Juraij Jabuasi.  There, aj-Juraij Jabuasi is to confirm, 
strengthen and expand Shanariyya Commonwealth authority in the region.

Primary Determinant: Revolution (Evangelisation)

Secondary Determinant: Survival (Expansion and Trade)

Difficulty: Moderate (Kelshir-serai is already allied with the Commonwealth, 
and the majority of the population in the immediate region are followers of 
the Millat Shanar.  After consolidation of Kelshir-serai within the 
Commonwealth, minor difficulties may be encountered in expanding into the more 
remote areas of the Upper Kelshir).

Weight:  Significant (a religious obligation, an expectation placed on the 
government and a source of prestige and trade.  Also, it will be the first 
Shanari region outside of the Calarnar to be integrated.).

Actors:  The Talis, Shanjil Yuliyan, Kelshir-serai governor aj-Juraij Jubuasi, 
Kelshir-serai assembly of sanouk,  Commonwealth expedition (7000 troops).

Secrecy:  None.

Modifiers:

+2 Support of Kelshir-serai assembly of sanouk.
+1 Influence of Millat Shanar religion in the Upper Kelshir.

-1 Dialect difference - the Kelshir dialect of the mountainous Upper Kelshir 
instead of the Akbari and Shanari dialect of the arid and desert regions.


Action 3.  Send emissaries to all the Shanari tribes and towns.

was a dutiful servant, and obeyed He Who is One.  And He Who is One rewarded 
Shanar, and the sons of Shanar were many.

rebelled against his father, and against his Lord, and He Who is One struck 
the sons of Shanar for their unfaithfulness and whisperings.  And the sons of 
Shanar inherited naught but the dust and the heat for the gardens of Calarnar 
itself had rejected them.

Sons of Shanar!  Do you not remember?  Heed the warning from this messenger, 
for he is but a servant of He Who is One.  Heed and you shall succeed, rebel 
and you shall enjoy only that which disappears, and not that which lasts.

and believe."

>From the Western Mountains to the delta of the Lower Kelshir, from the Kiviri 
mountains to the Milakanuri towns, the Talis Shanjil sends out emissaries to 
all the Shanari tribes and towns, calling upon them to accept the ancestral 
faith of the Millat Shanar (the Way of Shanar), to join the Shanariyya 
Commonwealth, and abandon the old ways of superstition and sorcery.  Each 
emissary carries a complete text of the Scroll, known to foreigners as the 
Gospel of Shanar.

Difficulty: Low-High (Depending on area).
Weight: Moderate
Actors:  The Talis Shanjil Yuliyan, the Council of Companions, the emissaries, 
Western Mountains towns, Calarnari tribes, Lower Kelshiri towns, Kiviri

Secrecy: None (extremely public).
Modifiers:

+2 Complete religious text (the Scroll).
+1 Organised Shanariyya Commonwealth government (auspicious sign of strength 
and prosperity).
+1 Cultural-ethnic ties (all speak common or related dialects, ie. Jabuasi, 
Shanari, Akbari, Kelshir, Kiviri).
-1 to -3: Fear of the unknown, depending on particular region.

Action 4.  Guerilla campaign against Milakanuri frontier. (External/Tactical/1 
year)

Send the 3rd Core Army (1000 standing) and each of the 4 remaining Flanks of 
the 1st Provisional Divisions (4000 provisional troops) on a 3 month tour of 
duty to harass and sabotage Milakanuri constructions of the Wall.  Guerrilla 
tactics only, in small squads of 100), capturing munitions, supplies and 
taking prisoners when able.  Primary goal is the damaging of constructions, 
and the capture of soldiers, engineers, laborers and peasents on the frontier 
as prisoners.  Each flank (1000 provisionals) to be replaced by a fresh flank 
after their 3 month tour of duty.  Direct engagement of Milakanuri troops is 
to be avoided at all costs.  Operations to seem like traditional nomadic 
raiding by desert tribes rather than a military campaign by Commonwealth 
forces.

Primary Determinant:  Survival (War/Raiding).
Secondary Determinant: Revolution (Zeal).
Difficulty: Moderately High.
Weight: Low (not publicised).
Actors: Guerilla expeditionary force, Milakanuri construction effort.
Secrecy:  Guerilla campaign not publicly known, and made to seem like ordinary 
nomadic raiding.
Modifiers:
+2 Guerilla warfare (because of nomadic raiding skills).
+1 Ability to escape pursuit in the desert.
-1 Secrecy (pretending to be nomadic raiders).
-1 Goal of capturing resources in raids, impacting on military readiness.
