Celandra is a game in which the players take the roles of societies, rather than playing individual characters. The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

Action 1
Title: People's Habitat 2/3
Method:  Start construction on a large mixed-use housing structure on the
reclaimed land.
Goal:  To create a large mixed-use structure that isn't just useful, but a
"flagship" building in             the city to stand as a symbol of our
modern engineering and design ideas.
Primary Determinant: Resources very good +2
Difficulty: Normal (just building a slightly larger than normal apartment
building)
Modifiers: + Entire year's worth of prep work, planning, and gathering of
resources

Action 2
Title: "More materials!" 4/5
Method: Attention will be given to improving and expanding existing
industries rather than creating new.
Goal:  Over the next 5 years double our current cement and steel
production as well as noticable increases in other industrial sectors.
Primary determinant: Resources Very good (+2)
Difficulty: Hard
Actors:  Industrial Sector

Action 3
Title: "Operation Golden Rule of Love"
Method:  Spend time with the ruler of Guima and his family in a bid for his
daugher's hand in                 marriage.
Goal: Have the Baron marry the daughter of Guima's ruler.
Primary determinant:  Relations with Guima, very good +2
Difficulty: Hard
Actors: The Baron

Action 4 1/2
Title: "Improved Milling"
Method:  Currently there is a bottle-neck in Avatar's food supply chain at
the milling step.  Currently most all mills in the area, and perhaps the
world, use a manual travesing system where in the event that the wind
changes direction the mill workers must traverse the blade assembly to face
the new direction.  We believe greater efficiency could be had if we can
implement a system of gears and pullies attached to a smaller set of blades
perpendicular to the main assembly that would automaticly rotate the main
blade assembly to face the wind.  We have a basic design in theory, but we
need to construct a few test mills using the new design and let them operate
for a year to finalise the design.  Currently we have 4 different potential
designs for the new automatic rotation mill but they all follow the same
basic concept.  This year long test will hopefully let us chose the best
design to implement on all future mills.  We would also like to solicit
Guima's help on this project because their superior woodworking skills would
be very helpfull in the carving of the large wooden gears and other wooden
parts.
Goal:  In the first year finalize the design of a new mill, and in the next
year refit current mills.
Primary Determinant: Craft:Superb
Difficulty: Hard
Actors: Engineers and builders
Modifiers + if we can get guima's help.
