strengthen his position and attempts to both silence dissenting voices
and rally his supporters for the conflict he feels is coming.

Action 2: Meanwhile, Regent Alvar III atempts to (re-)establish a power
base among the nobles as he prepares for the conflict to come as well.

are not full scale engagements, but merely small scirmishes, with the
ultimate goal of forcing Saragor to retreat from "occupied Haran"
