Northern wastes - they are a bit from the center of the action, but there is the goblin kingdom, and this might be an offshoot of theirs. Wooden helicopters? Somehow I just can't imagine how that would fit in. If they have difficulity producing food, they can't have a relatively high level (highest on the continent!) of technology - there's no spare time or resources to develop technology, and it sounds like they are a relatively small bunch.
