Celandra is a game in which the players take the roles of societies, rather than playing individual characters. The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

| Action 1 (Single):

| External/Strategic/Trade:  Develop Trans-Calarnari trade, a route from
Bel'Adne and Jabau, centred at Akbari.
|
| 3rd year of 5 year action.
|
| The successful establishment of what is essentially a free trade
"desert-port" in Akbari(the only custom being a meagre fee of 5 Shan is paid
for every load bearing animal), has provided further vigour and flourish to
the Trans-Calarnari trade route.  The route is starting to become
established, as the various markets develop a taste (and hence demand for
supply) for the new and exotic goods from across the sands.

| Primary Determinant: Trade (internal trade is great +2, external trade is
slowly becoming established).
| Difficulty: Moderate (a growing trade route already exists).
| Weight: Significant (trade is the lifeblood of the Shanari).
| Actors:
| - Shanari merchants.

| Secrecy:  Absolutely none (more publicity the better).

| Action 2 (Single):

| Internal/Strategic/Political - Appointment of Five Paramount Chief of the
| Upper Kelshir.
|
| 2nd year of 4 year action.
|
| To cement Commonwealth sovereignty over the Upper Kelshir, the Talis
annointed in 1432 the sanouk of the five dominant clans of the Upper
Kelshir, granting them the hereditary titles of "alb-Sanouk (Paramount
Chief) of the Upper Kelshir", and given equal status and voice in the
Commonwealth Council with the other Companions, Elders and Sanouk.  Though
all five accepted this annointment and grants, it is still unclear how many
of the 5 Alb-Sanouks have committed themselves to the Commonwealth, and
whether any are merely giving lip-service while the prepare themselves for
hostile actions.

| At least one of the Alb-Sanouks, Suroso son of Majah son of Ternati,
Sanouk of the Hua Hua Confederacy, has sent some of his Ternati clansmen to
occupy the landed estates and apartments in the cities of Akbari, Jabali and
Kelshirserai, and to take up their positions in the provincial assembly and
the Commonwealth Council.  These same Ternati clansmen have also initiated
trading attempts between the Hua Hua market and the Three Cities.

| The remaining Alb-Sanouk have yet to do the same, but this could be
explained by their greater distance from the provincial capital of Upper
Kelshir, Kelshirserai, and by their relative decentralised tribal government
(as compared to the Hua Hua).

| Details from previous action:
| "They are also granted landed estates and apartments in the three
Commonwealth towns of Akbari, Jabali and Kelshirserai.  Finally, the five
alb-Sanouk are granted a five year joint monopoly on the timber, fish and
slave trade from the Kelshir, and a five year exemption from caravan
customs.

| In return, the five Alb-Sanouk are held responsible for the maintenance of
law and order in their respective district, the protection of caravans, and
the construction of a permanent district capital in each of their respective
districts to facilitate trade and the administration of law.

| As a final incentive, any lands outside the Commonwealth that any of the
alb-Sanouk are able to subdue will become theirs by hereditary right."

| Primary Determinant: Diplomacy (Revolution - how acceptable the
organisation of society in the Commonwealth is).
| +2 based on authority and consent, various minuses for opposing factions,
in the end, I decided to go with a flat value of zero for the primary value.

| Difficulty: Great (While the incentives are great for the 5 sanouk, the
long term consequences are also).
|
| Weight:  Major (this will make or break the Commonwealth subjugation of
the Upper Kelshir).
| Actors:

| - Alb-Sanouk of the Hua Hua Confederacy.

| Internal/Strategic/Alliance - Royalist alliance with Upper Kelshiri
| Sanouk.
|
| 2nd year of 3 year action (Effort increased, lengthened).
|
| The Faymiyuniyya, the family of the late Conveyor Faymiyun, continue their
diplomatic campaign to ally themselves with the Five Sanouk of the Upper
Kelshir.  Recognising both the value the Five Sanouk would add to their
power base, and the costs of a bloody war to the Commonwealth, if any of the
Five attempt to rebel or secede, the Faymiyuniyya renew their striving to
coax the Five into acceptance through the provision of immediate ties of
commerce, politics, marriage and status.

| To further complicate matters, it is clear that the Alb-Sanouk of the Hua
Hua Confederacy is keeping his distance from factional politics for the
moment, at least.
|
| Primary Determinant: Diplomacy (Realpolitik- how acceptable an alliance
is). I went with +1 on this instead of 0 because it has less opponents.
|
| Difficulty: Moderate -1 (An alliance strengthens the 5 Sanouk and reduces
threat of domination from the capital).
| Weight:  Significant (No great impact immediately,though in the long term
it will be of great importance)
| Actors:
| - Alb-Sanouk of the Hua Hua Confederacy.
| - Other four Sanouk & their clans.

| Secrecy: Minimal.

| External/Strategic/Special - The Sojourner clans, the descendents of the
many followers that fled Milakanur with the late Conveyor in the historic
Sojourn, and who now form a sizeable religious, cultural and political force
in the Commonwealth, established a series of small trading enclaves Port
Jabau.  Building on their initial success, they now seek to make their
commercial plans of dominance of the Akbari-Jabau portion of the
Trans-Calarnari trade route a reality.

|
| Primary Determinant: Trade +2 (Survival).
|
| Angered at the apparent Commonwealth policy of peace with the southern
state of Milakanur, the Sojourner clans decided to privately pursue their
own programs towards the southern states of Jabau and Milakanur.  This
currently means attempting to gain competitive dominance over the southern
trade with Jabau.
|
| Difficulty: Moderate -1 (exploitation of the opening created by the new
Trans-Calarnari route).
|
| Weight:  Significant (Success will strengthen the Sojourner clans)
| Actors:
| - The Sojourner clans
| - Jabau merchants
| - Jabau governor.

| Secrecy: None (Trade activities public, whereas long term goals
concealed).
| Modifiers:
| +2 2nd year (1432 Net result).
| +1 Cultural familiarity (the Sojourner clans are Milakanuri, and thus
familiar with the culture, and economic and political life of Jabau and
Milakanur.
| -2 Secrecy (Necessity of temporarily halting evangelisation of Jabau and
Milakanur by Sojourners).
| +1 Opportunities provided by the new trade voice in the Commonwealth
Council with the other Companions, Elders and Sanouk.

progress is made.  The Shanair gain solid contacts within the mercantile
community and a slight market edge.
