[Cel] [Qai] [Action] Damaris 1434 resolved

| Damaris Actions
|
| Action 1: Strengthen the Orasareni Defence League
|
| External Strategic Action (year 3 of 5)
| Action Type: Diplomacy
| Actor: The Council of Scholars
| Secrecy: No
| Primary Determinant: Wealth (Great)
| Task: Very Hard
| Reaction: Business as Usual
|
| The Council of Scholars sends messengers to all members of the Defence
| League inviting athletes and artists to the Great Games of Damaris,
| which include various athletic competitions as well as a festival of
| music, poetry, dance and theatre. The winners of the Great Games are
| to be richly rewarded (with property seized from the "Lions of the
| Sea" the year before).
|
| With the institution of these games, the Council of Scholars hopes to
| emphasize the cultural unity of the Free Cities, indirectly
| strengthening the Defence League. Athletes and artists from countries
| not belonging to the Defence League are not explicitly invited, but
| are free to enter the competition.
|
-2+2+(-1+1+1+0)=+1 Success. Although the games are not a great political
breakthru, they are extremely popular with the public. The games a brutally
expensive but the general populace already looks forward to the next set of
games.

| Action 2: Strengthen the Fleet of Damaris
|
| Internal Strategic Action (year 3 of 5)
| Action Type: Develop
| Actor: The Damaran Navy
| Secrecy: No
| Primary Determinant: Resources (Good)
| Secondary Determinant: Exploitation (Great)
| Task: Hard
| Reaction: Business as Usual
| Possible Modifiers:
| + As a coastal trade city, Damara should already have a pretty
| effective navy
| + Damara has sufficient wealth and resources to devote to the project
| - The Damarans are not exactly warlike
| - The defeat of the navy in 1406/07
|
| In 1432 and 1433, the construction of new galleys progressed rather
| more slowly than anticipated. The Council has become resigned to the
| slow progress, but will not allow the effort to slacken. They wish to
| show off the new galleys during the Great Games, in order to impress
| the allies of Damaris.
|

-1+1+1+(+1+1-1+1)=+3 The fleet is truly beginning to take shape. This year
is one of the most successful yet, perhaps because of increased recruitment
caused by the games.

| Action 3: Outposts in the Great Southern Land
|
| External Tactical Action
| Action Type: Trade
| Actor: The Crystal Barons
| Secrecy: None
| Primary Determinant: Trade (Great)
| Task: Very Hard
| Reaction: Business as usual
| Possible Modifiers:
| - The Crystal Barons were shocked by the ban on leaving the Inner Sea,
| and trade in general suffered as a result
|
| After the unsuccessful expedition returned last autumn, the Council of
| Scholars forbade vessels from Damaris to leave the Inner Sea. During
| the winter, however, they relent, realising that the people in the
| trading posts would be cut off from their home country forever,
| possibly even doomed, if the order were carried out. Thus, the Council
| revokes the order and allows the Crystal Barons to send ships South in
| order to supply the trade posts, rotate the staff and bring home trade
| goods, assuming that the Amo'trall have become more amenable to trade.
|

-2+2-1+(-1-1+0+0)=-3 Another brutal year in the south claims several ships
and contact with the Amo'trall is still poor. The only bright spot is that
the inhabitants of the trading posts are resupplied and no lose of life
occurs among them.

| Action 4: Riots
|
| Internal Tactical Action
| Action Type: Disruption
| Actor: The Underground
| Secrecy: No
| Primary Determinant: Influence (Fair)
| Task: Hard
| Reaction: Business as usual
| Possible Modifiers:
| +/- The outcome of action 3
|
| The underground movement in Damaris is strengthened as several of the
| now dispossessed Lions of the Sea go into hiding. Public support of
| the movement also increases, as many of the merchants were popular.
| The agenda of the former Lions of the Sea is more clearly defined than
| that of the leaders of the underground movement -- they wish to depose
| the Council of Scholars, regain their former status and place all
| executive power in the hands of the Crystal Barons -- a move that is
| neither very popular with the rest of underground movement, nor with
| the general population. In the short term, the underground movement
| intends to disrupt the Great Games as much as possible.

-1+0+3(modified by action 3)-2(the success of action two and the support of
the general populace for the games)+(0-1+1-1)=-1 The underground is unable
to significantly disrupt the games. They are able to run up the costs for
security and similar actions but no real damage is done.
