Celandra is a game in which the players take the roles of societies, rather than playing individual characters. The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

Just to comment on a few issues raised. 
1)   I play East Torphan on Qaiyoure.  In it's later years to became know as "The Burcancy" to further distinguish itself from it's larger neighbor.  The Society list still shows the East Torphan name. 
For a time, until it proved too much I GM'd Elyria. 
2)   I would recommend activating one of these worlds until you got enough people to expand.  And might I suggest the GM encourage people to choose countries that are nearby to each other to increase possible interaction between players.  And there should be no new societies or very limited number of new societies.  There are plenty to take advantage on the board.  And over time any player can start to shift their country to met his or her desires. 
3)   I might also suggest that both Mir and the Fae be removed from player control.  The level of magic of these societies seem to be unbalanced.  And if you get a brilliant player like Jason in there, they will exploit the rules further to increase the power of their society. 
4)   I think 1 week a turn is unrealistic.  If the web pages could be updated that would be extremely useful.  Juuso could perhaps work w/ the GMs to explain how to update the pages or could take their notes and update the materials. 
5)   The concept of the world of Celendra is that societies are to have limits on magic.  If a majority wants more magic then start a new world or go forward or past in Celandra history, 10,000 yrs. for example.  Of course, then all the societies would have to be updated and new/old ones added which would mean even more work for the new GMs. 
6)   Both Keaton and Juuso were extremely helpful in giving feedback about my early decisions about resolving actions.  And I can also give feedback as the GMs get used to the game. 
 7)   Whether or not to allow Louis (Mellian) to play again should be a decision of the new GM w/ consultation w/ of the past GMs.  The removal was not just the decision of Jason, there was a consensus from others, myself, Keaton, & Juuso.
    Louis has the potential to be a very good player and at the time kept running into a limitation.  Ultimately, the world is in the hands of God, the GM, it is his vision of this world you have to live with.  If your view of the world differs you can disagree but at some point you must bend to his concept or risk being removed or remove yourself.  In the past, Louis proved inflexible in his views even sometimes when alternatives were offered and caused enough trouble that it was felt necessary to remove him from the list.  We had another playwe who was absolutely brilliant because if the GM disagreed he would take the pieces of his request the GM would agree to and add to those, and he kept on pushing the envelope and finding new ways to generate what he wanted.  And sometimes, his new ideas added more to his society then the stuff he was forced to discard.  
Perhaps, Louis has refined his approach, if so he would be welcome, if not, then we could easily end up repeating history.  The definition of frustration and some say ultimately of insanity - is doing the same thing over and over again and expecting a different result.  I hope none of us will prove to either frustrated or anything else. :-)
