The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

     Your ideas are fine.  Either I have not been paying enough attention or the original warm war I believe should have been more protracted.  I would have certainly written some actions especially for the past year or two that would at least touch on the war.
 
     Also the Burcancy Navy is actually reasonably powerful I believe.  In the past, it has had secure relations w/ several naval powers and I have spent actions modernizing and improving the navy.  Having a naval presence w/ the Kaier's previous history might not be the best thing for the rest of the Inland Seas, and Kaeir might have been acted against by other powers. although in the chaos of Cedonia's break-up I guess anything is possible.

    Although for the most part I believe you have written a reasonable outline, I believe I do see some differences you are advocating from prior history in this region.  All I am suggesting is that we look at the actions of other societies player & non-player and see if actions need to be adjusted.  I will certainly modify my actions w/ Agrigax in light of Kaier's recent war w/ him.
 
    Although, you have portrayed Agrigax as a weak leader, I am unclear where that came from.  He certainly has struggled to centralize power, but I don't remember seeing that anywhere in previous notes except in your recent actions where such a weakness would admirably suit your current plans for Kaier.  And I am unclear where it is reflected in any of the previous GM determinations of my actions.
 
   Perhaps the GM could provide an unbiased view of the current Taltheran & Kaier situation, so that we can acheive less confusion in writing orders.
 
    If your spy network is separate that is fine, Spy networks typically take many years and years to form to get an adequate level of consistent information.  Getting someone reliable in the right spot to provide information, etc.  This does remind me to ask the GM why assassins would come out of the Tal-Wyr basin in Morvali which is described as a semi-nomadic bunch to try and assassinate the King of the Burcancy.  That makes little sense.

Furthermore, the game allows for multiple players within a society, provided they operate on different levels. So even if the "royalist" or "republican" forces were to lose (these are the two factions I'm proposing), then they still would not be extinct, merely in exile.

The original reason i felt a mercantile republic to be a realistic form of opposition to the Taltheran monarchy was that King Aggrax had been attempting to centralise power and through that weaken his reliance (and the importance) of the major Houses. The establishment of a secondary power centre in the kingdom after the conquest of the earlier Kaeirean pirates (and its incorporation as a Principality) gave the latent anti-monarchist a point to gather around, sufficiently far away enough from the capital. 

Weak rule by the Prince and poor choices led to that opposition being able to organise, and in 1430, establish the fledgeling republic. 6 years later (now), it is sufficiently organised to spred beyond the Kaeirean Isles to the mainland, and has had several years of republican propaganda to strengthen its efforts to incite popular revolt.

The spread of revolution to the mainland is aided by the unpopularity of the Court amongst the mainland Houses, many of whom have ties with those Houses currently based in Kaeir.

Lastly, the spy network, otherwise known as the Information Secretariat, was only formally established in the last year or so. It also has no connections with the "Assassin", or political manuevering in the Tal River basin.

Sooner or later, either the Tal Monarchy or the Kaeirean Republic will triumph in Taltheran, but of course only one can.
