The public has no hint of the alterior motive behind their forming and at the moment it is just the name of another arm of government (and exsists in name only). I'm afraid it would normally take about thirty years to get it up and running as a spy network - twenty towards establishing safehouses in other areas and ten towards recruitment and training.
