Juha, I must take issue with the events for the Shanari. They are a bit out of date. Firstly, the seeresses are all dead, or living in Mir. Secondly, most of the Shanari have been uniting for 15 years or so under a theocratic federation known as the Commonwealth of the Shanariyya, whose new religion arose at the end of the Sinari wars and had been playing a major civilising role on the nomadic tribes. A holy book, standardised law, a written script, new trade routes, a standing army, even a currency. As for Kaeir, very few of the Major Houses actually pre-date the Taltheran conquest, so the question of them having "pirate blood" is actually quite improbable. Each side blaims the other on the attack. *Exquaestio [-3]:* Someone tries to steal the Book of Travels, killing two andaran, and seriously wounding one. The theft fails, but the thief escapes. *Kaeir [-3]:* The representatives of Kaeir (Major Houses) in Tirrot, Cedonia, are found guilty of illlegal activities (e.g. smugling), and are expelled. While their actions were clearly for their own personal benefit, this does not give a very good impression of the Kaeir Republic.
