Urg. Yes, this changes the entire environment and makes an action I took
last turn (Investigate Videssian Church) pretty much useless. (Still, it
was an extra action, so I guess it's no big deal.)

Can we resolve the situation this way (Explaining the basically unchanged
situation in Parglug and the Free Cities.):

After the fall of Videssia Parglug raiders and pirates from around the
MidSea proceeded to raid the coastal and riverine settlements they could
reach, almost completely depopulating the coast and far up the Prand and
Imbros. More interested in plunder than conquest, Parglug planted no
colonies and few rulers. Busy with their own rivalries, the Free Cities
have also failed to plant colonies in the abandoned areas which have
begun to return to wilderness. (Possibly with the aide of the Tana and
Onagir?) Not wishing to see a rival at their backs, these two groups
also prevented other nations from colonizing the area.

In the interior the situation is unstable and limited only by the lack
of resources. At least have a dozen contenders claim the title of
"Emperor" and many other nobles are complete and undisputed rulers of
their own lands.
