I imagined that the New Republic of Videssia, because of its isolation from the Midsea (the Empire of Videssia assumably not allowing strategic resources to be traded inland) would look to the south for resources and labour. Hence the change in Republican policy. On the Onagir Compact, it has yet to prove its permanence. Given the nature of most frontier societies, it could fall apart (in the short-term, or after a generation), or prove more permanent (and a mixing of the two cultures - though the Videssian would prove the stronger cultural influence). As you correctly pointed out, it was made with only one clan (and extended to related groups in the vicinity of the Republican-Onagir frontier). Its impact (if any) on the Onagir to the south and east is unknown. I'd imagine other clans could be accepted into the Compact though. Most importantly, I imagined this event to be a potential turning point in Videssian-Onagiri relations. It could lead to greater cooperation and a new society that was orientated away from the Midsea and the old Orasareni culture, or it could collapse after a while (say, after one generation, or the next Videssian population spurt, or the death of Ardentius Fossernius, etc).
