I'd start by reviewing the game rules at http://www.hut.fi/~vesanto/ihfudge/ Then, think a bit about your society before trying to put any numbers on it. Anaduan is at 50 degrees south latitude, roughly the same as Vancouver Canada or Paris France. It's location on the MidSea is going to mitigate temperature extremes and make it slightly drier than those locations however. Nevertheless, the weather is going to be moist year round. (Sounds like good wine country.) The cultural situation on Orasaren has always reminded me of renaissance Italy. The population of the Northern Free Cities averages 500,000 for each of the marked cities. Strong cities will have more, weaker cities will have less (but probably not more than 1 million). This is population of the city _and_ its surrounding countryside, of course. Some things to consider: What are the strengths of your society? What are its weaknesses? What unusual or distinctive about it? It is strongly independent, or is it strongly allied with another Free City (Cormenaera being the strongest). What are its relations with Mir and Vraa'al, its two closest non-Free City neighbors? Once you're satisfied with the above we can go through and assign some numbers.
