Hmmm, how about an essentially military government? _Everyone_ is in the military, but giving anyone orders outside of the military command structure is socially unacceptable. Rising in social rank means rising in military rank. The worship of Miracradasa is likely strong in Anaduan. As in Mir she may grant magical talent within family lines. So long as a family is producing mages they may be seen as having Miracradasa's favor. To have no one within a line with magical talent may be seen as a sign that Miracradasa disapproves of that family. * * * Now that you have a general impression you can start assigning numbers.
