A junior clerk in the General Staff comes up with a proposal to change enlistments: instead of signing up for a twenty-five-year hitch, new recruits can opt for twelve years of active duty and twelve years of reserve duty, spending one month per year in training. After a few days of debate, the proposal is enacted by the Regency Council. Soldiers currently in the legions who have served twelve or more years will be offered a chance to transfer to the reserves. An initial five new legions are established as reserve units; their only permanent active duty personnel will be the legates, tribunes, First and Second Spears, and an HQ staff.
