The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

[Cel] [Story] A Private Briefing

I had thought that the Sinari had pretty much leveled the two cities. It 
takes more than twenty years to come back from that kind of devastation. 
 From the Cedonian point of view, the problem is that while Wyr & 
Hadrair may be pulling themselves back together as cities, they can't 
maintain law and order in the surrounding area, especially with the 
civil war in Taltheran.

This also affects the Hisarian trade. The quickest way for a Hisarian 
merchant to get good to the MidSea is go around the northern end of the 
Olozog Hills to the headwaters of the Wyr River, and then send the goods 
downstream through Wyr, Hadrair, Unnirand, Pran, and finally Tal.

Given the meshugganeh mess that Taltheran's in and will be in for the 
near future, the thinking is that by pushing north, Cedonia can divert 
some of the Hisarian trade south to Zayura. Unlike Wyr & Hadrair, 
Cedonia also has the resources to put patrols on the river for piracy & 
bandit suppression.

The Cedonian Interior Ministry is currently considering plans for a 
Grand Canal which would connect the Imperial and the Tal rivers. The 
most favored option at the moment would run through Losela to the most 
downstream major tributary of the Imperial River, a distance of some 730 
miles or so. For comparison, the Chinese Grand Canal is 1,114 miles 
long. This project is merely planned and has not yet been presented to 
the Regency Council for debate.
