A base growth rate of 5% is for societies in the 200,000 - 2,000,000 range, which sounds more like Kaeir as a whole than the Millati. With a success of +1 basic growth is applied _twice_. For a growth of 5% that would be 1.05*1.05-1 or 10.25%. If you wish, that growth can be spread over a number of years. You might take 5% in 1451 and then 5.25% in 1452, or even 2% for every year from 1451 to 1460.
