
Mir political system has been built up over the years and because of the verity of governments that have governed Mir it has emerged with a verity of levels. To begin to understand how the Mirish government works this article needs to reach back into the dim past of the misty islands history. Originally the island was divided into two nations. These nations literally jumped out of barbarism into civilization. The first nations were small tribes that had united in the north by conquest and in the south in an attempt to stand against the north and the Avearans. The various chieftains became rulers of their local settlements. In the South it was a complicated system of Councils among these chiefs that governed the Southern Confederation. While in the North the tribes were united under a King. In the north a system was set up were the local chieftains became the local lords. After a few years the Kings began to organize the lords and their territories into baronies and usually the lord with the largest amount of people would become the Baron. Then the Barons were organized into Duchies. After the conquest of the south, the south also was divided into the same way. Except that the King established three Grand Duchies. One Grand Duchy was formed around Mirabalpur in the center of island. Except for the parts taken out for the Grand Duchy of Mirabalpur the other two had the same territory as the old two nations. These original divisions and names are still to be found on the Isle of Mir. During the latter rule of the Mirrish Kings when massive amounts of trade was taking place and Mirs population was getting much larger the various governments organizations came into play. The Kings established the Departments of Foreign Affairs, Interior, and Justice. At about this time the Brotherhood of Sorcerers had been placed in charge of the education of the Mirish people and because of this the Sorcerers also began to form a various departments. The Councils of Education, Health, and Priests. Then the Noble Purge and the union of the Archamge and Kings occurred. It altered the system. With the nobles purge almost all of the various baronies duchies and even the grand duchies were left leaderless. Instead of establishing a new noble class the Sorcerers decided to allow the lords of cities and areas to be elected by the people living in the area. The Barons and up were appointed by the government, at this time the various departments were organized so that they cooperated and the 'Councils' changed to 'Departments'. When Mir emerged as an Empire the final changes to the government took places. There was a massive revamping. These events happen under Hondasy. The lord, baronies, duchies, and grand duchies on the island of Celamyrsa were untouched other then the Baronies came open for vote. Their were a verity of department created or reorganized. Internal, Foreign, War, Justice, Education, Health, Wealth & Resources, and Magic. On the continent the various departments were the same, but the territory divisions did receive some changes. They continued the island patterns of lords under barons, and barons under dukes. They did change the name of the Grand Duchies on the continent though. They began to call them Provinces or Districts. Depending on their population level. Even with these various organization most of the power still rested in the hands of the Archmage and the Council of Twelve. Since the the departments still reported to the Council and the Archmage rutenly and since the Archmage was directly over the Grand Duchies. The Provincial/District Governors were appointed as were the Duchies. At first new territory’s barons, and lords were appointed but eventually they were elected. The appointments were not always sorcerers or Mirrish. After Mir had lost its land on the content it still kept the government the same even though without the continent the various departments fell into the background even more then they were. With the annexation of Yora'Timar Mir tried to keep the local lords in power but they also established the barony, duchy, Grand duchies system in Yora'Timar.
