This is the way I see this. This licensing has nothing to do with gods. The people who have bought the license have been practicing magic anyway. Previously, they just didn't have a sheet of paper saying they did it, and they had the good morale about it. If I may decide it, Miracradsa regards the license stuff as political or commercial stuff, a non-issue for her. But official Mir reaction is naturally fundamentally political/commercial in nature.
