After a great deal of thought I have to say that this sounds more like a Religious Tolerance of Mediocre (-1) than Fair (0). Fair would be appropriate if most of the restrictions were matters of custom instead of law, or if the laws aren't generally enforced. If there are special organizations dedicated to enforcing the religious laws, Tolerance could be even less than Mediocre.
