Huh. I was going to say that we really don't know what's happening in Torphan, but if the attack on Torphan was also diversionary it would explain why exquaestio's rohain were targeted. If Torphan hasn't had a serious war in a generation or so they might not recognize the diversion, but rohain, experienced from the fighting between the Free Cities, would.
