Garr's two halves were buried in secure, warded locations.
Unfortunately, the southern location was too far south, south of 80S
latitude. The other gods figured the climate would make it
inaccessible, but they forgot that Garr's powers were tied to cold to so
degree. Over time, Garr's influence (assisted by Ertoslator) changed the
Ice Demons from bog-standard goblins to creatures which could survive
arctic winter conditions. The Ice Demons have access to the tomb, but
might not have removed the remains yet--the tomb wards imprison the half
of Garr, but they also shield and protect it.

The northern tomb is somewhere on the lower slopes of the north side of
the Kivirian(sp?) Mountains, north of the city of Tanat. That tomb
actually lies in jungle, and the half of Garr interred there is much,
much weaker than the southern half due to the hot, humid climate. There
also aren't any worshippers in the area, because when the Mir suppressed
the Hand of Garr cult in the north, while they didn't kill all the
cultists, they did manage to kill all the cultists who knew the exact
location of the tomb. More specifically, they managed to wipe out all
the northern goblins.
