Celandra is a game in which the players take the roles of societies, rather than playing individual characters. The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

hostile neighbors (Tana).  Being across a sea channel it doesn't get much 
support from the other Free City areas and winds up in a situation similar

around 10 per square mile, the same as the Burcancy and more than Parglug 
(4.9).  The Northern Free Cities have a density around 15.5, and the 
ex-Free Cities area of Junder has a density of 2.5.

Rhudyn can certainly support a higher population, but would need to be made 
safe and attractive first.  If you are looking at military options its 
definitely not a good choice, but otherwise has a great deal of potential.
