In addition to what I said above (which I wrote when I was on break at work), the Sedonian Navy maintains a base on the island of Tolmersa, just inside the inner mouth of the Straits of Anorurr. The ships based there are, in theory, for supressing piracy in the Straits; in practice, they patrol the approach to the Straits, rather than the Straits themselves. Most of Tolmersa has been converted into a maximum-security prison facility. The Straits are 400 miles long, 102 miles wide at the inner mouth, 85 miles wide at the outer mouth, and ~47 miles wide at the two narrowest points. The Straits are fairly shallow, and both the inner and outer mouths are dangerously rocky due to submerged mountains (Measurements taken from my Campaign Cartographer map of Qaiyore). I don't know if Qaiyore has recognized the concept of "territorial waters", but the Straits of Anorurr are wide enough that I could see groups like Ka'Shari, Celpalar, and Kaeir disputing Aixelsydan's claims.
