One thing to remember is that Axi. started to uses magic to create a "maze" under water so that people would have to pay a tole to go through the straight. The toll being the form of highering their guids. True, but the Sedonian Navy is a fraction of what it was in Imperial times, and there are only 8 to 10 ships on the Tolmersa station at any given time. They're mainly there to keep down piracy, and occasionally sortie through the Straits to slap down Razanian "freedom fighters" from Arisya(sp?) who get too aggressive in their fundraising practices. The Aixelsydanese tried to invade the island twice after the fall of the old Empire, and got their heads handed to them both times.
