[Cel] Sedonian Diplomatic Missions

Sedonia maintains both a diplomatic service and a consular service. The
diplomatic service is primarily concerned with maintaining relationships
with other governments, while the consular service helps to protect the
interests of Sedonians travelling abroad--primarily traders. In order of
descending seniority, the grades of diplomatic and consular missions are:
+-------------------+-------------------+
| Diplomatic | Consular |
+-------------------+-------------------+
| Embassy | Consulate-General |
| Legation | Consulate |
| Resident Mission | Vice-Consulate |
| Diplomatic Agency | Consular Agency |
+-------------------+-------------------+

While a country will only have one diplomatic mission, it very well may
have more than one consular mission. Also, every diplomatic mission
comes with an attached consular mission. For example, Sedonia has an
embassy and a consulate-general in Fauve Monde in Burcancy, as well as a
consulate in Unster.

+-------------------+-----------------+
| Diplomatic Titles | Consular Titles |
+-------------------+-----------------+
| Ambassador | Consul-General |
| Envoy | Consul |
| Minister | Vice-Consul |
| Charge d'Affaires | Consular Agent |
+-------------------+-----------------+

Consular agents and vice-consuls are often local merchants who receive a
stipend from the Sedonians in exchange for looking out for the interests
of Sedonians in the merchants' home countries. This is also occasionally
true of consuls as well.
