Well, the Sedonian consular agent in Rimrivertown has one main job. In the unlikely event that a Sedonian national should find himself jailed or stranded in Rimrivertown, the agent is supposed to post bail or arrange for other aid, being reimbursed by the Sedonian government at a later date. In practice, this almost never happens, for the reasons you gave. Occasionally, however, Sedonian merchants (particularly agents of the Ronir-Varros family) operating in Arysia or Aixelsydan find themselves forced to make an . . . expeditious departure over the mountains and wind up stranded in Rimrivertown. The consular agent helps them get home, at least as far as Port Kaeir, where the embassy picks them up. In practice, Sedonia has very little interest (at present) in the Rimriver trade, and the consular agent has very little to do besides helping the occasional distressed or marooned traveller get out of Rimrivertown to a more salubrious clime. Given the nature of the Rimrivertown consular agent's duties, Sedonian Intelligence does not run him or her as an intelligence agent.
