Celandra is a game in which the players take the roles of societies, rather than playing individual characters. The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

[Cel] [World] Military Strength tables

I think I'm finally starting to get a grip on the Combat in IH table: 
Military sizes such as Fair, Great, or Small are not absolutes, but are 
measured relative to the Size/Scope of the Society the military force 
belongs to--it's the only way I can get

A force of size Fair = Nation's population * Military%.

So for the major players:

I used 1.5% for Rhudyn/Tana and Tanimbar because 1.8 million is closer 
to 2 million than it is to 200,000.

To find other sizes, use this table, where X=Size of Fair:

size level per year penalty to its Exploitation determinant.
