Celandra is a game in which the players take the roles of societies, rather than playing individual characters. The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

[Cel] [Story] A Sudden Death in Thalsedon, Part III

Well, interestingly, the Office of the Inquisitor (at the time called the Republican Information Secretariat) has had a file on Quetzal von Kiviri since his appointment to the Tirmaeiri Rangers.  It had become an active file when he was elected to the position of 1st Captain of the Rangers.
 
After the Southern Debacle and the dramatic manner in which Quetzal returned, his file became monitored very regularly by the Inquisitor, who received regular verbal reports from the agents assigned to the Quetzal file.
 
Most alarmingly though, Quetzal has not been seen in public since his return from the southern Midsea, though his signature and House chop are to be found on the countless number of commercial documents produced daily (as is the case with most merchant Houses).  It is suspected that Quetzal lives in the Northport district, an upmarket district occupied by merchants, though state sorcerers and even native shamans have been unable to confirm this.
