Celandra is a game in which the players take the roles of societies, rather than playing individual characters. The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

A few points about Milakanur/Shanari Commonwealth/Kaeir etc.....

The Commonwealth is a theocratic federation of Shanari tribes, ruled by 
a religious council based in the town of Akbari, in the central 
mountains of the Calarnar desert.  The Millat Shanar religion actually 
started in Milakanur, founded by the late Faymiyun al Shawari (the al 
Shawari being a Milakanuri noble house), who was forced to flee to 
Akbari by Milakanuri religious authorities.  There he established the 
full form of the religion, and founded the Commonwealth of the 
Shanariyya.  The Millat Shanar religion (nowdays commonly called the 
Millat, its adherents the Millati) has spread to much of northern 
Qaiyore, including Bel'Adne, the Morvali, the Therani, Commonwealth 
controlled Kelshir, and Kaeir predominantly, as well as smaller 
communities across northern Qaiyore/Midsea.

Bel'Adne is by far the most numerically strong Millati community, though 
the Commonwealth is demographically (100% of the population), followed 
by Kaeir (roughly 80%).  As the Millat started in Milakanur, there is an 
underground Millati church in Milakanur, by far the oldest Millati 
community anywhere.  The size, nature and status of this church this is 
unknown.

In the Midsea currently, Sedonia can best said to be the major military 
power, Mir the major magical power, and Kaeir the major commercial power.

The Panchayyah are an Alorathean tribal nation based on the Rimriver, to 
the southeast of Milakanur, but they have begun expanding into the other 
weaker Alorathean tribes to the north, in the wild Avaeran plans between 
the Rimriver and Milakanur.  Panchayyah tradition holds that Milakanur 
is Avaeran land, and therefore rightly belongs to the Panchayyah.  Kaeir 
has an important trading settlement, Rimrivertown, at the mouth of the 
Rimriver, and the Panchayyah are important ally of the Kaeireans 
(Kaeireans trade with the Panchayyah, and through them also the rich Ban 
Horroth trade of the Rim Mountains).  Kaeir is currently supporting the 
Panchayyah expansion campaign by supply high-quality Midsea arms and 
through direct military assistance, namely cavalry and troops.

Kaeir itself is not interested in direct conquest of Milakanur (Kaeir, 
as a nation almost completely devoted to trade and commerce, has a 
specific set of strategic commercial goals (and a specific but 
unofficial religious goal), which if satisfied, would allow for good 
relations between Kaeir and Milakanur), though both the Panchayyah and 
the Shanari Commonwealth are far more hardline.  Though Kaeir is an 
officially secular nation, most of the Kaeiran Noble Houses are Millati, 
and therefore issues relating to the Millati religion cannot be ignored 
by the Kaeirean Senate.

As with all societies in Celandra, its up to you what direction 
Milakanur goes in.  Its also up to you, if you want, to add extra depth 
and colour to the nature of Milakanuri society and culture.  Milakanur 
hasn't been updated in a very long while, so there is plenty of space 
for you to move around in and adapt thing to how you want.  You can't 
really change everything thats already been written by previous 
Milakanuri players, but you can define it further, giving it your own 
personal touch.
