To the Rulers of Tanimbar, Greetings. We will be blunt: Zelkor's status was established by the 1457 Treaty of New Tirmaeir. As such, Zelkor is a Sedonian possession, and its Prince has no power to enter into any treaty relationship without the approval of the Sedonian Crown, including the MidSea Federation Treaty. Since Our approval has not been granted, the MidSea Federation Treaty's terms do not apply in this situation. With regard to the situation on land, as long as your troops stay south of the border, Ours will remain north of it. As for the situation at sea, Zelkor is under blockade, and any neutral ships attempting to enter the city to resupply it will be turned away or taken as contraband. However, as We are merciful, Tanimbari ships may be allowed to enter Zelkor as evacuation transports, subject to inspection by the blockading squadron, to ensure that no supplies are being taken to the garrison. Any ship which refuses such inspection will be turned away or taken as contraband.
