We, too, will be blunt: Zelkor is still an independent entity UNTIL you annex it.    The Treaty of New Tirmaeir simply said that Kaeir and Mir would not interfer with your annexation of Zelkor.  This did not give you power to govern Zelkor.   Prince Ean Arracht of Zelkor still has the power to make and sign treaties in behalf of his city.  He did not agree to needing your permission to do anything.

Furthermore, Zelkor is a member of the Midsea Federation and recognized by the majority of the membership.  Tanimbar will be sending supplies with the navy.  If any attack is made or hindrance attempted on these ships, it will be viewed as a breach of the Midsea Federation.  Your posturing will not be tolerated.

New Tirmaeir. As such, Zelkor is a Sedonian possession, and its Prince 
has no power to enter into any treaty relationship without the approval 
of the Sedonian Crown, including the MidSea Federation Treaty. Since Our 
  approval has not been granted, the MidSea Federation Treaty's terms do 
not apply in this situation.

With regard to the situation on land, as long as your troops stay south 
of the border, Ours will remain north of it. As for the situation at 
sea, Zelkor is under blockade, and any neutral ships attempting to enter 
the city to resupply it will be turned away or taken as contraband. 
However, as We are merciful, Tanimbari ships may be allowed to enter 
Zelkor as evacuation transports, subject to inspection by the blockading 
squadron, to ensure that no supplies are being taken to the garrison. 
Any ship which refuses such inspection will be turned away or taken as 
contraband.
