Well there is an option in the character creation system to not select attributes but grant the characters points to allocate skills to while playing. So the characters start with no written skills. As they need them they simply purchase the skill at whatedver level they desire. or You could also simply allow the characters to save some skill levels to allocate in game for what ever skill they desire. or Just say that they have the skill at a base level at Poor, or whatever you deam appropriate for the character based on other skills they have...this could be dangerous though.
