Advertise. Discretely, but in venues that you think will attract quality
players.

Here for instance.

However, keep in mind that *how* you advertise will be very important in
attacting those quality players that you want. An effective ad should
contain a brief description of the game, including what system is being
used, how often players should be prepared to respond and who to follow-up
with if they are interested. In all, it should not be more than one or
two paragraphs long.

For Example:

Players wanted for a new Classic Traveller-based RPG being run on The
Phoenyx (www.phoenyx.com) called "Rumors of War". The game will center
around the officers, crew and Marine detachment of the _INS Miller_, a
_MacCloud_ class Patrol Cruiser assigned to patrol the Imperial borders
in the Deneb Sector. Characters can come from any Imperial subject race
(this includes Vagr, Aslan and Droyne) but must be either Naval or Marine
personell (some special cases exist, please contact the GM for details).

Players should be able to check their email and respond at least twice a
week, more frequently would be preferred. For more details, contact the
GM, Michael Feldhusen (mike_f@io.com (home) or mikef@pharlap.com (work)).

BTW, don't be surprised if something like this appears on within the next
week or so. . . .
