weak characters == really roleplaying

Another one bumped over from the Fudge list

This one truly baffles me.  I assume it is a knee-jerk response to
power gaming, but I've run across it quite a bit, particularly with
those who use systems with ads/disads.  My knee-jerk response to it
is that it is held by those who run 2D characters and never bother
delving into what makes characters tick.  Usually, however, I'm more
polite than that. :-)

Assuming we were playing a game based on the movie Unbreakable, would
the character of David Dunn, with his heroic toughness and strength,
offer fewer opportunities for roleplaying than Elijah Price, whose
bones break from the slightest blow?  If so, why?

I once ran two character concepts past a GM.  She opted for one
because she thought the other was too combat oriented, and combat is
a pain in a fast paced pbem game.  I had no problem running the 
character she had chosen, but I was disappointed at her reasoning.
Just because the character was combat oriented, did not mean that the
game had to be full of combat.  I would have been happy if there was
none.  There character still would have been a very interesting one
to run.  He was a three dimensional character, so it wouldn't have
been a matter of, "Situation scan.  No combat, shutting down..."
