Date Stamp?

Inexplicably, perl's default date type (which it inherits from the Un*x
"ctime" function) is not the same as RFC822's. So where I've currently
got
  Tue Aug 3 19:11:08 1999
most mail systems expect the format to be:
  Tue, 3 Aug 1999 19:11:13 -0500

I need to fix that. You'd think, as Un*xcentric as the Internet is,
they'd match.
