Navbar/banner updates

Since there are a number of offsite sites with 404 Owner Not Found for
older Phoenyx games, I modified the navbar and (old) banner script so that
it presents an "Inactive Group" navbar and the default Phoenyx banner if
the group doesn't exist anymore.

In so doing, I ran around and made sure nobody's *live* game was showing
that.  Some are, and some just plain aren't showing the navbar (that's a
requirement for a Phoenyx list).  Here's the stuff what needs fixed, by
list:

7thorder - damaged html
abqdark - no navbar
annulus - no groupname in html, plaintext groupname-on on page (use
  safemail)
arcadia - no navbar
celandra - no navbar, plaintext groupname on page (use safemail)
kalyr - no navbar
red_snow - no navbar
storm - wrong groupname in html

See the web editor page or the modindex.html page for how to use the
safemail script... if you've got your group name in plaintext on your
page, even if it's not a link, you *will* get harvested and you *will* get
a lot of spam in the moderation requests.  And if you put groupname-on on
the page, you're going to get a lot of bogus users signed up, which is
even worse... because on the rare occasion when a spammer puts a return
address that's really going to work, you're now going to be sending him
your group's mail, with each poster's email address at the top.

Anyhow, the navbar should be on the page the Phoenyx lists as your
homepage (not buried on the site) or, if you use a Phoenyx local page
first, on the first offsite page that one points to.

While you're updating your page is a good time to join the banner
exchange at ... I've opened it up to
non-Phoenyx lists (although Phoenyx lists earn 2 credits for 3 displays
and get 100 freebies, whereas non-Phoenyx lists earn 1 credit for 2 and
only get 50 freebies).  But unlike the navbar, this is optional.
