README! Numoderate

Kind of a funky name, but what it means is the NUmber of MODERATEd
messages a user must (successfully) post before they become a normal,
unmoderated member.  (If your group is set to NUMODERATE=1, which I
recommend, then if someone posts eight messages saying "GET ME OFF THIS
LIST" before you ever see anything, they'll all get moderated if the user
has never made a successful post before.  If they post one, and then you
pass it through, and THEN they post the other seven, then they go
through.)

This only applies to unmoderated lists, of course.  Here's the way it
calculates moderation:

Check for a member override... if the member is explicitly set to
moderation or open (using the "moderate" command), that's what gets used
for that member, no matter what else is set.

Check to see if they're past the numoderate threshold.  If they're not,
they get moderated, and checking stops.

Check to see if they're posting to a subtopic that has explicit (not "as
group") moderation set.  If so, use whatever moderation setting is for
that subtopic, and checking stops.

Check to see if the groupwide settings require moderation (in other words,
if you've got NUMODERATE set but your group is still moderated, then
everything's going to be moderated.)

I'm going to make a moderation web page Real Soon Now that sums all of
this up.  But anyway, chiefly for the prevention of GET ME OFF THIS LIST!
messages, not to mention confused posts by newbies who think they're part
of the game because they're part of the list, I encourage you to go set
your numoderate to 1 (via the listowner page below).
