Message size limits

Messages over a certain size (number of lines) will now be bumped to
moderation.  The following lists have settings already:

arcadia/users.ini:msglength=200 lines
bohavia/users.ini:msglength=1000 lines
celandra/users.ini:msglength=200 lines
corner/users.ini:msglength=200 lines
fudge/users.ini:msglength=200 lines
gmast/users.ini:msglength=200 lines
kalyr/users.ini:msglength=200 lines
listowners/users.ini:msglength=200 lines
storm/users.ini:msglength=200 lines
worldmaking/users.ini:msglength=200 lines

If you have no setting listed, it will default to 1000(!) lines for now,
and the next time you go to your settings page, it will pull up a
250-line default, at which point you can make it 1000 (effectively
unlimited) or whatever.

The line count is measured in actual distributed form... if someone
attaches a massive file that gets saved off somewhere else, that won't
count against this limit (except for the two or three lines required to
give the URL).
