MGR: Subtopic Q

At the moment, anytime you do anything to more than one subtopic, 
everything goes back to the list defaults.  Eventually, it'll know 
enough to go to the most restrictive moderation type.  I'm still not 
sure how the subject tags should behave.

Not and prevent players from replying to it, no.

I am, of course, open to suggestions as to how it *should* work, 
along with the pbemtools thing.
