Celandra is a game in which the players take the roles of societies, rather than playing individual characters. The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

[Cel] Suggested determinants for Jabuari

Hello; I'm the new player for Milakanur, and I wanted to work out in more
detail what was going on with Jabuar.  I talked with Brennan about who
the Jabuari were, and here are the determinants that we both feel are
accurate.  They're pretty close to the standard Shanari determinants,
but with a couple of changes to reflect their unusually settled lifestyle.

Backstory: 
----------

Jabuar is a society that was until recently part of the collected Shanari tribes.
The Jabuari declined to worship the new Shanari religion, and applied to the
Per-Aa of Milakanur for protection, which was granted.  A few of the Jabuari
have left to join the Shanari crusade, but more people have come to Jabuar,
afraid of the Shanari religion.  This slight influx of refugees, coupled with
concerns about retribution, has congested Jabau.

The Jabuari are the tribe most closely related to the Milakanuri, and have had
good relations with them for centuries.  As a society, they resemble the
Shanari more than the Milakanuri, although they do have a permanent
settlement (Jabau), unlike most Shanari.  The settlement is on the coast, and
boasts a good natural port.  Jabau was originally settled by the Averaeans,
and was abandoned (but not attacked) after the fall of Averae.

Determinants:
-------------

Society name:  Jabuari
Location: A peninsula on the northern Midsea coast, in the south
central Calarnar desert, in northern Qaiyore.
Languages:  Jabuasi is a dialect of Shanari, closely related to Milakanuri. 
Size:  Very Small (slightly over 5,000 people ) 
 
Philosophical Orientation  Primary:   Survival
Secondary: War/Conquest
 
Subsistence 

Wilderness% 90 - most of their territory is uncultivated
Wasteland% 80 (Enormous) It's a desert!
Yield% 80 (Mediocre) - some fishing and hunting, some cultivation in
	the costal areas around Jabau
Urban% 10 - one city, Jabua

The wild theranth are only hunted as food animals by the Jabuari, not
as mounts. They do capture some alive to sell to traders who are
interested in them, though.

The catayarsh are the primary riding and companion animal of the
Jabuari. They can be trained to protect herds of sigru, the goat-like
herds most Jabuari maintain. Catayarsh are exceptionally intelligent,
and those that are raised by humans are readily able to act in
surprisingly useful ways, protecting their masters as well as entering
battle with no apparent fear. Catayarsh can grow to a great age,
between 40 and 50 is not uncommon. No Jabuari would ever eat a
catayarsh under any circumstances; it is considered tantamount to
cannibalism. Dead catayarsh are given funeral pyres just like humans.

Politics:
The Jabuari are organized as a single tribe.

Ruling Agency: The Jab-Sanoush, the leader of the tribe
Key elements :  The Sanoushi, the Jabuari elders
Internal politics  The Jabuari elders
Authority: Mediocre (-1)
Influence: Great (+2)
Consent: Good (+1)

External politics:
The Shanari: (Poor)  There is considerable bad blood after the recent schism.  The
Alb-Jabuar is the first cousin of Hsinvol's rival, now deceased.

Milakanur: (Good)  The Jabuari are the most closely related tribe to the Shanari,
and have traditionally gotten along well.  

Taltheran: (Fair) There is some trading with the Taltherans, and some contact.
 
Culture 
Military organization:

The Jabuari warriors: They are constantly in arms, but are not
organized in any way other than a tribal fashion. They raid less often
than other Shanari warriors, and are more "civilized" than other
Shanari warriors.  Having to defend Jabau, combined with contact with
the Milakanuri and Taltherans have altered their tactics.

Military values Force: Good (+1)
Size: Fair (0) 

Economic system:   Exchange/Gift

Among themselves, the Jabuari practice a gift economy.  (Read Kim
Stanley Robinson's "Mars" trilogy for more detailed information.)
Essentially, you gain status by giving more than you receive, but
overdoing is tacky and poor manners.

With outsiders (usually the Taltherani or Milakanuri these days, often
before the other Shanari tribes), they practice an exchange economy
that is essentially barter.
 
Technological Base:
	 Metallurgic 

Economic values:

Craft: Fair (0) The Jabuari can create metal goods, and their
leatherworking skills are excellent. They do not create sophisticated
materials by other people's standards.

Resources: Fair (0) The coastal peninsula inhabited by the Jabuari has
more exploitable resources than most of the desert.

Exploitation: Great (+2) The Jabuari still practice a desert nomad's
parsimony, carefully using their resources.

Trade: Fair (0) The Jabuari have recently lost their trading access to
the other Shanari tribes, but the Milakanuri and Taltherani provide
trading access.

Wealth: Fair (0)
