As far as Olozog harrasment of the Taltherani north-west caravans, I've been assuming that the caravans typically travel with a conspicuous, well-armed guard, and thus tend to use intimidation to avoid trouble. (I picture a long, dusty line of heavily burdened taigan, flanked by experienced-looking soldiers, wending its way through the hills while coveteous eyes watch from nearby ridges, waiting and hoping for a mistake or a stray.) Consequently, the Taltherani still regard the Olozog as a threat, albeit a muted one given their lack of apparent organization here-to-fore. I presume that sporadic raids have kept that image alive, which is only natural given the (probably :-) valuable wares being transported. But in any event, there's no need to apologize for having your society act according to its nature -- that's part of the fun: setting up societies with different inate structure and inclinations, and seeing how they butt up against one another.
