Celandra is a game in which the players take the roles of societies, rather than playing individual characters. The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

Description: Benefiting from the good locations found
Celpalar and the Laria'rathi build new colonies (at least 2), on
favorable islands off the Quaiyore coast, including one with ruins on
it.
Task: Normal (Hard -1)
Secrecy: None, we indeed advert to have more colonist. We only hide
L'R influence to the rest of the world.
Prime determinant: Ressources: Good
Secondary Determinant: Consent of the Council (Meltolyn): Great
Weight: Simple
Modifs (all rolled for): Good site found (+ 1) or more
L'Rs help (rolled in 1416) +1

Modifs: Complete implication of Laria'rathi empire who is refunding us

Most important: The War. How much ???  GM's choice.

Description: Celpalar with the help of Laria'rathis and the Burcancy
offers a completly free transportation system to all denizens of MidSea,

whether for persons or goods. Yes. Free. We will carry all your stuff
for free.  This the way we are gonna win this war: no more reason to
don't send your guys: the ticket is free !
The first step is set for 5 years. All those will be free, afterwards,
the war should be won, and a very small fee may be reintroduced.
So now on , dear fellow players, you can put into your actions that all
transportation is free. More: if you fear unemployement, we agree to buy

the ships you don't need anymore.
So, let's meet in the Sinari battle...

Suggestion:  To the horror of the Celpalar the Taltherans apon resiving
this news also instintute a free trade.  Could this turn into a trade

Title: Backstabing bad guys.
Task: Hard (-1)
Type: External. Military. Tactical.
Extra action: +1
Prime determinant: Army quality: Superb (+3)
Secondary Quality: Navy quality: Great (+2) I don't count it (navy is
busy trading for free...)
Modifs: Surprise (+1)
We use all our magic (great) not on battlefield but to insure the
secrecy of our coming.
-1 Half the Sinari army still in Wyr.

Description: Having let doubts come on our participation to the Western
Defensive Army, we jump in the back of the Sinaris. That's one of the
nice thing you can do when you are a naval power... So, when the Sinaris

go on attacking the Cedonians-Mir, King Bar-ri lands just behind them;
and the long line of men walks like a huge scythe. Our army is heavy
infantry with long, long spears... and if I studied well the area it's
quite flat... So for a phalanx, it's nice.
As soon as our battle line is set, we walk till we join our allies and
we kill all that's stands between us... They  should be caught between
the Cedonian anvil and the Celpalar hammer.
Let's the Gods witness the battle !

The Celpalar lands on the west coast of Qaiyore.  Before the yea ends
they make it almost to the ruins of Wyr.   So far the Sinari have not as
of yet discovered them.
(The only way you can behind them is along the west coast of Qaiyore and
from their to the battle is a two year march at least.)

Action V.
Title: Religious symposium. Common points in Celpalar Maker's religion
and Laria'rathi Kelren'aie religion.
Task: Very hard (-2)
Prime Det.: Religious sophistication: good (+1)
Second deter: Religious diversity: poor (-1)
Time sched: 2 years.

Things are not going.  Taltheran with also with its free trade as well
is a major challenge to the Celpalar shiping.  Not to mention that the
Keair Pirates seem to be reemerging and are causing havic on shiping.
The Celpalar treasure is begining to become drained.

Action II.
 Title: Include Torphan in our commercial system.
 Type: External, Strategic.
 Time: 1 year.
 Difficulty: Normal
 Secrecy: None
 Risk: Failing.
 Prime Determinant: Trade: Great (+2)
 Modifiers: Our global trade plan: +1
Our trade base in Burcancy, just in the right position: +1
Our good trade relations with Mir +1
 Description: With the Torphanites trying to improve their trade, we can

 offer them an opportunity of trading at very low cost. They just need
to bring their stuff to Burcancy, where we have a trade base.
As Torphan already ships stuff to Mir, a very central place in Midsea,
it easy to distribute trade all around. And as Mir is an allied state,
we can monitor possible Torphan spy activity
For us, it's just  an increase of our trade but to them, it gives an
access to a global trade  network.

+2 +2 (-1 -1 0 +1) = +3  Torphan increases it trade through Mir.  While
it does not open a trade route through Burcancy, Celplar does gain some
access to the trade that come through Mir.    Realtions with Torphan
open at Fair.   Celpalar does get a +1 for it next action dealing with
Torphan.

Action III.
Title: Our army in Wyr.
Type: Tactical External
Difficulty: Very Difficult (-2)
Secrecy: Utmost (+magic)
Risk: Huge.
Prime Determinant: Army quality: Superb (+3)
Second Determinant: Magic soph. Great (+2) (Only to ensure secrecy).
Actor: King Bar-Ri (authorithy on military: Great)
Description: With our army near Wyr and the Sinari not far... we are
getting
even more cautious. We don't want to fight, just to get out alive. Main
goal
is to operate our junction is Cedonian forces. Since the King is with
the
army he is able to make all needed decisions on the field without asking

orders from Celpalar.
The point is our excellent army is our only army. So we don't want an
attrition war, we want to integrate the allied army and then to fight a
conventional battle where our heavy infantry can hold the center of the
line. So, that's why all our magic is focused on dissimulation, not
warfare.
We won't reply to Sinari provocations. If we can use our navy for
support
(or better evacuation), very fine.

Modifiers: +1, Navy support.
-  The Enemy.
- The Weather (Dealing with events would affect them to as they are
travling in the same area the Sinari are.)

The rainy season does a number on the army as cold and the  flue hit the
army.  They manage to make it to the United army before the Sinari
surrond the city but they offer little help as a third of their army is
sick.


Action IV.
Title: Explore the dark ways of our ancestors.
Type: Magical, Internal
Task: Very Difficult (-2) (Mythic (-4))
Secrecy: Yes (not L'R)
Risk: Failure and also some darker risks....
Prime Determinant: magic sophistication: Great (+2)
Secondary Determinant: Scholastics sophistication: Great (+2), it's
research
business.
Description: Since our ennemy has gone out of common league, we also
need
some more support. I know it's bad, but well: we are trying to revive
the
dark ways of ancient Avareans. We are tryng to re-open the channels
toward
the lower plans. We are not yet summoning demons, just getting the
contact
and learning: rituals, names and making new compacts. We are very very
cautious. We practice binding magic and wards.
Modifiers: L'R help (including our common magical school in Taul Naur)

-1 Celpalar does not have a natural gateway. (The main Avarean island
did.)

They mages attempted to open the gateway and it just back fires.  Many
of the mages are killed or stund.  Looking back over it the mages
discover that they do not have the knowlegde, the power, or a natural
gateway.   Lacking all three of theses pervents them from opening the
gateway.  - 1 to any action invovling the mages. for the next 3 years.

Additional support from L'R: + ? (see in L'R action) Due to the concern
on Celpalar treasury, the Laria'rathis offered to pay the expenses of
the trade plan (their wealth: superb +3)

Due to the Taltheran allieing with the sinari more countries are using
Celpalar ships.

Title: Fight the War.
Task: External; Tactical
Difficulty: Normal. (Maybe Easy 'cause we are defending).
Prim. Det: Army quality: Superb: +3
Secondary Det: Army Size: Good: +1
Other Modifs: Mostly useless for a war (political determinant, weather,
magic, all the usual stuff. I stick to plain and clear military matter).

Let's state: Total Naval support: +1
Walled supplied city: +1
Evacuation of the civil population (less food needed; less potential
traitors, no humanitarian concern): +1
(Can't work if anything more people have flocked to the city.  Besides
this is a port city.)
Total devastation of food and lumber supply in the area: +1 (Indeed it's
a minus to the Sinaris; good luck to build a siege train without lumber.
Without a siege train, they can start to pile up the bodies. Hard point
for us is, they have a lot of bodies to waste...) This devastation
doesn't apply to us, obviously, since we are supplied by sea.  The
listed modifiers are my suggestion to the United HeadQuarters. All the
Dice Rolls being launched for the whole army, I let you mix it up. My
plan is to let them settle a camp around, and as they start to get weary
we make surprise sorty raid with elite soldiers, we kill a lot and we
come back. Also we offer a reward in gold for each enemy head brought
back, we incite locals to commit murders at night. So, we fight dirty...
it don't count on those tactics to greatly disminish their numbers but
to have a very adverse affect on their moral level.

+3 +2 (+1 -1 +1 +1) = +7 Complete Success.

+ 1 bonus to Talishara's defence. The city is secered and the food lines
are flowing.

Action V.
Title: Provide magical help to Laria'rathi exploration on Avarean
island.
Type: Tactical, Internal and external
Task: Normal (we are just providing support): 0
Determinant: Magical Sophistication: Great +2
Modifs: last year experiment failure: -1 (rolled for last year).
Maybe some wisdom gained on what is wrong: + ?
Extra-action: -1.

+2 -1  (+1 0 -1 -1) -1 = -1 Failure.

Celpalar sailors and the L'R sailors get into a huge fight and it upset
the expedition.

My dear friends, this is the last year for the launching of our vast
commercial plan. We all pray, here in Areneth, to have it succeed. Next
moves will be even more dashing. To get a clue look at last action.

Action I ( & II & III & IV). Yes, this is the big one.
Title: Global free trade !

Time: Year 4 of 4

For this year: Quadruple action (+3)
Special modif this year: 2 new countries expressly joined the plan:
The Razanian kingdoms (with a great need of rebuilding, we distribute
products from Haran where we now have people) +1
The Hisarian Empire, with whom we made a peace and trade agreement: +1
In a move to promote modesty, I don't ask the Taltheran mod (+2) of last

year to be renewed this year...

Celpalar has gained some of the Taltheran trade but that is about all.
They get -1 for wealth for the next five years.

At the end of the year, we should all be benefiting of the system, and
thus increase our common trade and exchange; all of us are going to be
better off. To face the Sinaris, that is.

Title: Increase religious diversity.
Type: Internal tactical
Difficulty: Normal (indeed, I've no precise idea)
Risk: Religious upheaval
Description: A part of Celpalar elite class is fascinated by Laria'rathi

religion and traditions. They start to benevolently follow the teachings

of Prelate Lenoir, who has been among us for years now. They tend to
live the Kelren'aie faith at home to avoid public concern with the
authorities. As religion is a public matter and a cement of the State,
they are afraid the ephors learn of their curiosity.

Second Determinant: Religious Tolerance: Fair: 0

Prelate Lenoir is among us for years and always respected our customs:

Laria'rathis are so excellent allies and people: +1 (and they try so
hard to get any convert...)
They are fearsome warriors and Celpalar is highly militaristic society:

Secret incitation by King Bar-ri (who knows Kelren'aie is real from the
vision in the temple): +1

The few that follow are persecuted.  Many are removed from their
postion.  The people like their old gods and do not seem to want to
move.
