Celandra is a game in which the players take the roles of societies, rather than playing individual characters. The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

Hmm... I have to think.  The Regent has the scepter, but his presence in
Aryisa is not common knowledge.  He's not likely to give up the scepter. 
 Meanwhile, Duke Iyan has control of the country and could care less
about the scepter.

My suggestion:  Duke Iyan agrees to turn over the scepter in return for
Mirish recognition and support of Aryisan control of the Razanian Coast. 
Alvar flatly refuses to negotiate.  If aryisa aciton Five fails, Alvar is
probably caught by Iyan and he will turn over the scepter to Mir.

Well also remember if the people are not willing to give the Scepter.  The
Sorcerers have been instructed to just take it.  How about we see what
happens in Aysria this year and then we can desided what happens and were my
fifth action will go.  To helping Arysia or stealing the artifact.
