Oh my, with a low level plauge in Damaris to the north we'll have to take
extra care. Here's my actions.
Action 1
Title: People's Habitat 1/3
Method: Gather local engineers and construction experts to start a large
development on the reclaimed land. Spend this year planning and gathering
resources at the site.
Goal: To create a large mixed-use structure that isn't just usefull, but a
"flagship" building in the city to stand as a symbol of our modern
engineering and design ideas.
Primary determinant: Resources very good +2
Difficulty: Hard(just building a slightly larger than normal apartment
building)
Modifiers - Plauge prevention methods in place this year make travel more
difficult.

Action 2
Title: "More materials!" 3/5
Method: With the very slow progress the last two years, more attention will
be given to improving and expanding existing industries rather than creating
new.
Goal: Over the next 5 years double our current cement and steel production
as well as noticable increases in other industrial sectors.
Primary determinant: Resources Very good (+2)
Difficulty: Hard
Actors: Industrial Sector
Modifiers - Plauge prevention methods in place this year make travel and
business more difficult.
Action 3
Title: Plauge prevention
Method: Close borders with Damaris, create a checkpoint at our eastern
border but allow limited travel (since they have no contact with Damaris)
and create a checkpoint at the city gates. We trust Damaris to contain the
plauge, but you can never be too carefull.
Difficulty: Hard
Actors: City Guard and officials
Modifiers: + Avatar has only 2 roads that lead into the city and they are
very easy to control, additionaly Avatar already has much security in place
at the city gates.
