I think it is important that we train new elite units that can be deployed from ships along the coasts. These units will work in small tight knit groups, or clusters. They can be used to poison water supplies, attack specific targets, destroy bridges, gather information, capture prisoners and so forth. I also saw a wizard or two in their numbers. These wizards helped by adding vision when it was night or supplying wind so the enemy could not follow in the cluster’s tracks.” “This is not the first time something like this has been suggested Rey-a-man,” Meltol Vlanx spoke up. “In fact I remember you suggesting such a thing just a few years ago. Do you dream of this dream often?” The Meltolyn burst into laughter. Rey-a-man clenched his teeth together and glared across the table toward Vlanx. His family had made their name through masonry not warfare. What right did he have making fun of a King no less? “You have never had to order lives lost in order to protect your own people…” Rey-a-man began but was interrupted. “King Rey-a-man I meant no disrespect. I simply was stating that I had heard you mention this idea before. I am sure if you think it will be necessary for Celpalar’s protection and interests then by all means the Meltolyn will see your proposal passed.” Meltol Vlanx concluded. Rey-a-man quickly glanced at Bar-ri. A smile for just a brief second flashed on each mans face. Bar-ri leaned back in his chair. So it looked like Rey-a-man was going to get the elite soldiers he had been longing for. A debate raged on but finally the vote was held and the Meltolyn passed the proposal. The Ephurs quickly ratified it. The initial proposal would be to train 2000 of these elite troops. The Euphor, Frok-rumin-eth, better known as ‘Storm Runner’ spoke up in his cracked and aged voice “Now that your proposal has been passed Rey-a-man, whom shall you assign to train such an elite unit? Make sure your choice is wise for much shame will come to such a person if they fail in this assignment.” “I have just the person in mind. I will assign Commander Terris from my own personal royal guard.” With this Bar-ri burst out in utter anger “You mean to tell me you think ‘One eyed’ Terris is the man for such an assignment? Have you lost your mind?” Bar-ri then turned to the Meltolyn and began to plead his case “This man Terris has served under Rey-a-man for years. His loyalty is said to have no fault. How can this be the man that is suited for the job? With this Elite unit Rey-a-man could cause all kinds of chaos for Celpalar. He could perhaps even organize a military take over of the govern…” Rey-a-man let his booming voice interrupt the other King’s speech “You mean to tell me you question my loyalty to Celpalar!” How dare you think I would stage a military take over of the government and with what! An elite unit of soldiers that barely makes up the size of Gar’s population? I should cut your throat right now Bar-ri!” With that both men reached for concealed daggers and began to close on one another. The sounds of cries for the guards who waited just outside the meeting place, chairs dropping, screams amongst the Meltolyn, glass breaking and even a few whispers of prayer could be heard as the Meltolyn finished its debates for the evening. The main nations that will be sent diplomats are: Aixelsydan, Parglog, Zelkor, East Torphan, and the people of the Ka’Shari will be sought out. The port city of Areneth. The sun beats down on the backs of hundreds of workers as they slowly construct two new ships, the Warship the Glar-Gil and the Merchant vessel the ‘Lyr-rey’. Two men walk inside the massive wooden rib cage of what will soon become the Glar-Gil’s hull. “Admiral. I think it is a very good idea for a port to be built in Maelmor. Not only will it double the capacity of Navy ships that can be housed on the Island of Celpalar but it will also enable us an alternative route of escape should the city of Areneth become attacked,” Rey-a-man spoke aloud to Supreme Admiral Klack. Admiral Klack thought about where this conversation was going to lead as he took a few steps, making sure he kept in synchronization with the Kings own steps. Rey-a-man was not always liked amongst the Meltolyn but he was a powerful ally to keep on ones side, the Admiral thought. “But is it the right time to propose such an action?” Klack spoke as his eyes caught hold of a young worker whose hand was bleeding slightly from some construction accident. The young man was being assisted by two elderly sailor types who laughed at his injury and began to recite stories about their own past bloody wounds. Rey-a-man, who was also watching the young man, spoke softly to the admiral “It has been needed for years now. We are just lucky none of our enemies have capitalized on the fact that we are a one port Island.” The pair walked on some more through the massive wooden beams. Both looked this way and that pretending they were examining the construction of the ship. The admiral was contemplating what to say next and decided the direct approach would be the best way to handle this issue. “So are you asking me to go along with your proposal for the construction of a port in Maelmor?” The King stopped in his tracks. “Yes. I would be most appreciative if you would help me take this cause up.” The Supreme Admiral stopped as well and looked into the Kings eyes “You do know that Bar-ri is going to flip over this? He may even, well, um, not look favorably toward…” Rey-a-man cut the Admiral off before he could finish “Leave Bar-ri to me. He will go along with it once he sees the true necessity of the port. I am more worried about the Meltolyn and the Euphors. That is why I need you to take this cause up. Use that charm and humor in front of them. Make them laugh, I don’t care what it is you do just help me convince them to build the port.” The Sun was still high in the sky and the heat felt good on Klack’s face. He listened to the sounds of construction all around him for a few breaths. King Rey-a-man was watching him closely. “This port will also increase the wealth of the entire Celpalar Island.” The King added in. Klack could see all of this. He just wanted to make the King work a little more for his favor. Rey-a-man was trying to play his cards here and even if this did tick Bar-ri off the reward for this sort of favor could outweigh the cost. “Very well.” Action III Title: To get a port built in Maelmor Actors: Rey-a-man, Supreme Admiral Klack, Meltolyn Difficulty: Hard Primary Determinant: Rey-a-man’s Influence –1 (mediocre) Secondary Determinant: Navy Force +1 (Good) Modifiers: -For defense purposes it makes sense to have two ports, since Island and cultural defense are major concerns of society I am suggesting a +1 (Good) -Trade + 1 (Good) -Bar-ri will try and stop this. I am recommending since Bar-ri’s influence is -1 (mediocre) that it actually work against him and in Rey-a-man’s favor so a +1 (Good) should be added. (Their Infuence is the same so I would say that it really would not work for or against either.) -Wealth +1 (Good) -1 -1 +1 +2 (-1 0 0 -1) = -1 Failure The Meltolyn and the Euphors back up Bar-ri in this. They say that they have back tomany of Rey-a-man's projects and that it would not help Celpalar all that much. Action IV Title: To Rebuild the Navy (Year 2 of 3) Summery: The Navy is being rebuilt, modernized, and enlarged after the Supreme wave rolled through. Action V Title: Keep on trading - (Ongoing event) Summery: Trade must go on. With the trade Alliance between Aixelsydan the Midsea region has greatly opened up. This years trade concentration will focus on the Midsea region, establishing the use of Celpalar ships / trade routes, and Celpalar, Hisaria, and Aixelsydan ports. The nations that will be the main focus are Mir, Taltheran, Cedonia, Aryisa (They will need supplies), Parglog, East Torphan, and Zelkor.
