Celandra is a game in which the players take the roles of societies, rather than playing individual characters. The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

Despite the difficulties, barring external interruption or opposition from
the other societies affected, the trade routes are established.  As yet,
these connections are tentative due to the political instability of the
region (Specifically, action one which is a call to war and actions 3 and 4
which are also a war.  The massing of troops makes the neighboring countries
suspicious and troop movements during a war could easily negate an entire
route.)

This is actually too much to attempt even with a double action, especially
in light of the small number of actors (the military force in question is
very small and portions could be disloyal).  The first portion of this
action is the diplomatic "request" that the scattered tribes join the
commonwealth.  Military action must await this resolution (and many of the
dissenters will stall to consolodate their positions) and thereby limit the
amount of time available for the use of force within the current year.  The
subjegation and slave trade aspects presuppose success in a battle that has
yet to be fought.  I think the best way to resolve this action is to first
resolve the political "request" (assuming that the assignments of slaves and
properties are indicated as part of the negotiating proposal) and then to
resolve the conflict with those who choose to withhold their support.
Further action on this front will have to await the next year, if nessecary.

Diplomatic:
This is effectively an internal order to factions which were previously
already united and so I base the initial request on the Authority and
Consent of the actor conducting the negotiations (aj-Jurajj +1/+1 and
considered to be speaking on behalf of Alb-Talis, influence +2).  The action
itself in not difficult and so the difficulty is based on the difficulty of
success in the action's intent.  Normally this kind of action would be
considered hostile and extremely difficult but, in this case, based on the
mitigating factors I decided to lower it to simply hard (-2).  As far as
modifiers to the diplomatic portion, most of the possible modifiers negate
each other.  For example, the tribesmen face an overwhelming force but that
force is also very small, covering a large area, and fighting a nomadic
opponent so, politically, the effect on the decision making is a push.  It
seemed fairest to allow Alb-Talis' influence of +2 to be used as a modifier
to represent the old loyalties of the tribes.  This left me with the
following totals:

Determinate: Authority and consent of aj-Jurajj +2.  Difficulty: Hard -2.
Modifiers:  Influence +2

+2-2+2+(0-1-1+1)=+1  The vast majority of the scattered tribes opt to join
the commonwealth.  Obviously, most of them intend to pay lip-service only
and continue on with their normal lives and will most likely break away
quietly as soon as they are left unsupervised.  Nevertheless, given the
sheer geographic scale involved this is a success.  Due to the narrow margin
of success and much "foot-dragging" on the part of the local leaders,
however, those tribes which chose to join the commonwealth withhold
assistance in attacking their countrymen, leaving aj-Jurajj with a tricky
political situation to deal with in the coming year:  whether to force the
issue and risk alienating even more tribesmen or turning a blind eye to this
disobedience.


Military:
With only a few tribes which do not officially comply, the military actions
are greatly simplified--becoming less a matter of conquest and more the
destruction of a handful of villages as a demonstration of power.  I would
roll for this but success is assured and I'd perfer to give you flexibility
in detailing the level of destruction and attrocities committed since, at
this point (and given the previous diplomatic results) the decision of how
much force to apply and in what manner will determine the long-term fate of
the region much more than the level of military success.
